CKL Engineers, LLC Announces Leadership Alignment to Advance Construction-Phase Program Delivery Strategy
CHICAGO (April 9, 2026) – Today, CKL Engineers, LLC, a construction-phase engineering and inspection firm focused on capital program delivery, announced key leadership alignments to support the firm’s continued evolution under Vision 2026. The firm reached its 17th year of operation in March.
As part of this next phase, Robert Mains, PE has been named Division Manager – Construction Services, Christopher Eusebio has been named Division Manager – Business Development, and Kobe Raksinh, Edward Mercader, and Andrew Herlihy have been elevated to Project Delivery PM I roles, strengthening CKL’s project and program execution framework.

As Division Manager – Construction Services, Robert Mains, PE will lead technical delivery across CEI and construction management services, reinforcing quality, risk management, and field-to-program integration. His role is central to advancing CKL’s ability to operate as a program delivery partner across transportation and infrastructure programs.
As Division Manager – Business Development, Christopher Eusebio will lead the firm’s Early Capture Planning (ECP) strategy, aligning market selection, pursuit discipline, and client engagement with CKL’s Vision 2026 priorities. His focus will ensure that CKL pursues and secures work that strengthens its position as a construction-phase capital delivery partner.
In their roles as Project Delivery PM I, Kobe Raksinh, Edward Mercader, and Andrew Herlihy represent CKL’s next generation of project leadership, bridging field execution with program-level management. Their elevation reflects CKL’s investment in building a repeatable leadership pipeline aligned with program delivery standards.
These leadership advancements position CKL Engineers to scale its capabilities across its core markets including transportation, aviation, and municipal infrastructure while embedding data-driven workflows, digital tools, and structured delivery systems into every project.
